Comrades,
In line with the State Council's plan for restructuring in the
telecom sector, the China Network Communication Group Company (hereinafter
referred to as China Netcom) has been founded today. Here, I would
like to welcome and thank all of those present, on behalf of the
staff and workers of the company. I also would like to congratulate
the China Telecom Group on its establishment.
The founding of China Netcom is a significant decision made by
the State Council in response to China's admission to the WTO and
the deepening restructuring of the telecom sector. With the founding
of China Netcom, its more than 200,000 staff and workers have started
up a new march to the development of the country's telecom industry.
Facing the new domestic market situation after the restructuring
of the telecom sector and the globalization of the world economy
and network-based informatization, the employees of China Netcom
will strive to build their company into a world-class telecom operator
within the timeframe of 3-5 years.
To this end,
1. Guided by the Deng Xiaoping theory and Jiang Zemin's idea
of the Three Represents, China Netcom will enhance its overall strength
through sustained development. It will accelerate the transformation
of its networks to improve their overall level by using advanced
technology, so as to meet the various needs of the public for multi-level
services. It will continue developing telephone service in both
the urban and rural areas and further the construction of various
informatization projects and application systems with a view to
promoting informatization of the national economy and the society.
2. China Netcom will deepen the reform by accelerating the establishment
of the system of modern enterprises and realizing as soon as possible
compatibility with the management mode of large international telecom
companies. We will implement the convergence of assets, networks,
services and culture and take effective measures to go public soon.
We will promote innovative management structure and mechanisms to
become a modern enterprise group with strong competitiveness in
the international market.
3. We will lose no time to transform our company into a service-oriented
enterprise. We will obtain competitiveness through quality service.
This means that we will change from providing passive service to
active service and from individual services to integrated services
or personalized services. China Netcom will place importance to
interconnection and interworking, taking other operators as our
important target customers so that network interconnection and access
will be improved.
4. China Netcom will strengthen cooperation with other domestic
and international operators on a complementary basis with the view
of achieving double-win and common development. The new environment
created by China's admission to the WTO and its telecom market opening
to the outside world provides a grand opportunity to the development
of our company. We will continue carrying out comprehensive cooperation
with major international telecom companies and establish strategic
partnership.
5. China Netcom will improve the quality of its employees and
establish a system of enterprise culture, which not only embodies
socialist ideology, but also laws of market economy. We will also
make efforts to form a management team which is proficient in operation
and management work and popular with the broad masses of the employees.
As one of the incumbent operators in the fixed telecom field,
China Netcom will conscientiously observe and implement the sectoral
laws and regulations and the relevant policies of the State, and
follow the guidance of the competent authorities like the Ministry
of Information Industry. We hope to receive attention and support
from the government and all walks of life.
We will make new and greater contributions to our country's reform
and opening to the rest of the world and the modernization through
facilitating the development of the national economy and the informatization
of the society.
