| 按照国家电信体制改革的总体部署,在中国网络通信集团的直接领导下,北京通信公司于2002年7月30日正式挂牌成立,这是北京通信发展史上新的里程碑。
北京通信的成立,奠定了首都电信市场的新格局。实践证明,“在改革中发展,在发展中改革”是电信运营企业面向WTO,在市场竞争中快速成长的必经之路。在前景广阔的首都电信市场上,北京通信还要坚持“合作发展”的思路,开辟合作发展的道路,与各大运营商一起,既要以竞争的方式打破垄断,也要以合作的方式优势互补,促进产业发展和人民生活水平的提高。

According to the overall planning of the national telecom system
reform and under the direct leadership of China Netcom Group Corporation,
Beijing Communication Corporation ( BCC ) opens on July 26, 2002,
marking a new milestone in the history of Beijing's communication
industry.
The establishment of BCC will create a new pattern for the telecom
market in Beijing. It is a time proven practice that "development
in reform while reforming in development" is an inevitable
path for telecom operators to gain rapid growth in the market competitions
when facing our entry into the WTO. In this prospective market of
Beijing, BCC should still stick to the philosophy of "development
through cooperation" to pave way for development and cooperation.
We should not only compete with large operators to break the monopoly,
but also complement with them with our own advantages through cooperation
so as to promote the development of the industry and enhance people's
living standard.
At present, BCC is in a process of transition from an "task
oriented" enterprise to one of "service oriented",
which involves not only the strategic positioning of an enterprise
in a market economy, but also a new approach for our flog-leaping
development. Through business restructuring, we will gradually establish
a "service chain" to realize "one-spot reception
and overall service"; form a quick response system for market
changes and a flexible marketing system as soon as possible; train
a capable staff and a team of excellence which will meet the requirements
of WTO and competitions in the telecom market with a pioneering
and innovative spirit. In particular, we should bear in mind the
idea of "gaining survival, development and economic returns
through offering services" to effectively improve the service
and management standard of BCC, making it the wings for another
round of business boom for BCC.
"Everything begins from the customers' needs and all end
in the operation results of the enterprise" is the business
philosophy for BCC, with "service" being our permanent
focus and "operation results" our unswerving goal. In
the past, the indicators of the operation result of BCC were on
top of the list in the industry throughout the nation, yet we will
try to achieve better operation results in the future to form a
strong foundation for our ongoing enterprise restructuring and the
development of a modernized enterprise system.
In addition, BCC has been actively devoted itself in a variety
of tasks involving telecommunications and information services for
the Beijing 2008 Olympic Games. It is expected that Beijing will
be turned into a digital city based on fiber networks by year 2008
and able to provide the Olympic Games with the most advanced telecommunication
infrastructure and information service in the world. On such a basis,
we will realize the targets set for the information standard of
Beijing as an international metropolis by the 60th anniversary of
the founding of PRC.
Looking back in retrospect, our efforts have yielded fruitful
results. Looking into the future, BCC is on the great stage of the
telecommunication market of a fresh new pattern. According to the
requirements of China Netcom Group Corporation, all of our employees
will get prepared to seize opportunities, face challenges, unite
together, make progress with the passing times, work hard, and bear
in mind the corporate maxims of "winning our shares in the
market through competitions and cooperation, gaining our strength
through integration, building up our brand through honesty and creditability,
and weaving our future through service". We will also adopt
the three strategies focusing on "employees, service and cooperative
development", restructure BCC into a "service oriented"
enterprise, and make sustained efforts to build China Netcom Group
Corporation a leading communication operator in the world with international
competitiveness.
There is a long way to go to achieve our goals, but we will have
a brand-new start based on the splendid achievements in the past.
BCC will continue to take the lead in the development of Chinese
telecommunication industry. From now on, a new horizon will be open
for BCC in the course of its business development.
